1: 天下(the world)風流(usually used to describe the very elegant, talented and romantic people, especially literati)屬(is/belong to)此花(this flower)：
The most admirable and elegant flower in the world
2:月月（monthly）開花（blossom）季季(seasonally)濃(strong fragrance):
Blossom every month and spread the strong fragrance by seasons.
Well..for the reference only..:P

i think it could be interpreted in another way:
the term “風流” could also refer to someone amorous and gallant, so this verse might be interpreted as “this is the most amorous flower in the world: blossom every month in its strong fragrance to attract its admirers”…
i have to admit i prefer this interpretation. :p
